Summary of the Tripartite Coordination Commission Meeting
(The Cabinet, The National Legislative Assembly-NLA and The National Reform Steering Assembly-NRSA)
No. 38/2016
Wednesday 14 December 2016 at 09.00 am.
At Meeting Room No. 301, 3rd Floor of the Command Building 1, Government House

The meeting acknowledged as follows :
Order of the Prime Minister at the cabinet’s meeting on December 13, 2016 as follows :
– The government agencies prepare monthly and appropriately commemorative events in honour to His Majesty the late King Bhumibol Adulyadej.
– The National Security Council and the Royal Thai Police implement urgent reform of police affairs, in particular public services.

3. The meeting was informed of the following issues :
3.1 The progress of performance achieved by the Coordination Commission between NLA and NRSA
At No. 26/2016 meeting of the Commission, its result was as follows :
1. It considered recommendations relating to national reform proposed for approval of the Commission including the following issues :
1.1 The reform of co-operative savings and credit union co-operatives
1.2 The reform of State organizational structure, and management among Central Administration, Provincial Administration and Local Administration : Review of the establishment of Central Units which have operated in regions.
1.3 The transfer of Government missions : Transferring the certification of tourism standards
1.4 The resolution of traffic problems in the big cities
2. It was informed of the progress of guideline for town and country planning reform and the area utilization.
3. It gave an approval on the reshuffle on 3 positions of the Ad-hoc Sub-Committee on State Administration Efficiency.
4. Next meeting schedule

At No. 27/2016 meeting of the Commission, its result was as follows :
1. It assigned chairperson of the Ad-hoc Sub-Committee on Police Affairs Reform Planning and 3 more members to participate in the meeting of the Commission concerning thereto.
2. It resolved to determine on the legal issues concerning plans and procedures for national reform.
3. It considered recommendations relating to national reform proposed for approval of the Commission including the following issues :
3.1 Urgent cooperation for national forest resources reform
3.2 The reform of promotion on administration with good governance of public sector
3.3 The reform of cooperate administration of private sector
3.2 The progress of performance achieved by the Commission on State Administration Affairs Steering and Reform
– The Commission No.6 (Tourism, Culture and Sports) considered and provided recommendations on the order concerning master plan of official agencies (2017 – 2037)
3.3 The performance according to the reform plan recommended by the NRSA
The meeting acknowledged the report on December 2016 concerning 10 issues as follows :
1. The Integration of physical education institute into National Sports University : NSU, and Draft act on National Sports University, B.E. ….
2. The reform of educational law, and Draft act on National Education, B.E. ….
3. Educational administration of small schools
4. Urgent reform plan solving problems concerning internal education quality assurance and external education quality assessment
5. The life-long learning system and life-long learning, B.E. ….
6. The reform of maritime and shore natural resources
7. The reform of environment effect assessment
8. The reform of commercial competition law and Draft Act on Commercial Competition, B.E. ….
9. The reform of intellectual asset system
10. Location of national cultural heritage sites
3.4 Order of the Prime Minister at the Cabinet’s meeting on December 7, 2016
3.5 Remarks of the Prime Minister concerning the summary of No. 57/2016 meeting’s agenda of NRSA on November 8, 2016
3.6 Remarks of the Prime Minister concerning the summary of No. 58/2016 meeting’s agenda of the NRSA on November 14, 2016 and No. 59/2016 meeting’s agenda on November 15, 2016
3.7 Guideline for implementation of the acts proposed by NRSA
3.8 Notification of resolution and observation the Tripartite Coordination Commission

Recommendations for National Steering according to section 31 of the Constitution of the Kingdom of Thailand (Interim) B.E. 2557 (2014)
4.1 The NRSA report on mass media concerning the reform of system
and mechanism for communication and telecommunication to support prevention and mitigation of public disaster and public interests
The representatives from the Committee, the involved ministries, and Office of
The National Broadcasting and Telecommunications Commission (NBTC) made the statement and answered questions to the involved issues, with a resolution thereof as follows :
1) Informing the Prime Minister of the reform plan together with opinions and remarks of the Tripartite Coordination Commission and opinions of the involved NLA Committee before submitting that to the Ministry of Interior and the Ministry of Digital Economy and Society for further steering of involved issues.
2) Informing the Deputy Prime Minister being in charge of the Ministry of Interior instead of the Prime Minister and Vice-Chairperson of the Security Steering and Reform Commission
3) Informing the Deputy Prime Minister being in charge of the Ministry of Digital Economy and Society
4) Submitting to the report to Steering and Accelerating Commission to conform with the Government Policy
5) Forwarding the report to Mr. Reform of the involved ministries, to follow up the
implementation of the matter and report monthly to the Chairperson.

4.2 The NRSA report on social affairs concerning the plantation and nourishment of community plants for strengthened community and the Draft Regulation of the Office of the Prime Minister on the plantation and nourishment of community plants for strengthened community, B.E. ….
The representatives from the Committee and the involved ministries made the statement and answered questions to the involved issues, with a resolution thereof as follows :
1) Informing the Prime Minister of the reform plan together with opinions and remarks of the Tripartite Coordination Commission before submitting that to the involved Ministries for further steering of involved issues.
2) Informing the Deputy Prime Minister being in charge of the Minister of Natural Resources and Environment and the Ministry of Interior instead of the Prime Minister
3) Informing the Deputy Prime Minister being in charge of the Ministry of Agriculture and Co-operatives instead of the Prime Minister
4) Informing the Deputy Prime Minister being in charge as the Vice-Chairperson of the Commission on Official System Steering and Reform
5) Submitting to the report to Steering and Accelerating Commission to conform with the Government Policy
6) Forwarding the report to Mr. Reform of the involved ministries, to follow up the implementation of the matter and report monthly to the Chairperson.
