Maj. Gen. Kongcheep Tantravanich said that the trust for “reconciliation social contract” as a solution to end of the conflict


Maj. Gen. Kongcheep Tantravanich Chairman of Sub–Committee on Public Relations said that “The meeting had been informed the process of reconciliation” and jointly consideration on “Consensus Document” as well as the draft of social contract in order to comply with the intentions of people.
The draft of social contract will be published to the public in the form of public stage in all regions by the end of June 2017
The document was prepared by analyzing and synthesizing of information as follows
1. The opinions from people
2. Data of the studying harmonious reconciliation issues.
The draft of social contract which made up from the public opinion reflections, in order to avoid the conflict that extend to the future.
The guidelines for create the harmonious reconciliation will be tangible results from participation of all sectors.

Asia’s 50 best restaurants 2017


It was the sound of jaws dropping and hitting the floor, as much as corks popping.

A culinary hat trick. A gastronomic threepeat. Amidst literally millions of restaurants in Asia, one reigned supreme against them all, again: Gaggan.

At the fifth edition of Asia’s 50 Best Restaurants awards, sponsored by S.Pellegrino & Acqua Panna, for a wholly unprecedented third year running no restaurant could hold a candle to the innovative Indian cuisine served in the Bangkok-based restaurant.

“I wish I could break the award in 50 pieces and share it with every chef in the room,” chef/owner Gaggan Anand said, thanking his family, his team and the award sponsors.

“I’m humbled. This is for my country where I came from, India. For Tara my daughter and my family. The 67 people in my restaurant are the best team I’ve ever worked with.”

Gaggan’s triumph followed voting by 318 independent experts led by six academy chairs across the region.

The victory was sweet, but clearly not without challenges including time apart from his wife and new child.

“I just told the organizers that next time we should have a sponsor from a hospital,” he joked.

Tattoo on the menu?

The Thai capital laid out the red carpet as the great and the good of Asia’s food scene came together to celebrate the crowning of Gaggan as the continent’s top restaurant.
Being a culinary starfest, the pressure was on to keep the attendees fed and watered, a task more than accomplished with everything from cheeses by Les Frères Marchand to fiery northern Thai curries by Bangkok’s Maan Mueang restaurant.
The stunning final result drew audible gasps from hundreds in the room and doubtless thousands more watching live streams from around the world. The countdown of the top 10 was teased out, with three restaurants in the running for the top three spots, but in which order would they appear?
When the second place restaurant was announced as Singapore’s Restaurant Andre, there could be no doubt that Gaggan reigned supreme — yet again.
To the cranked-up sound of Paul McCartney’s “Live and Let Die,” he took to the stage, by now a familiar sight for those in the room.
The bubbles flowed, both water and grape based, as the evening reached a crescendo, continued in the early morning at after-parties for those really in the know.
Gaggan said he may even end up with a permanent reminder of his three wins.
“If my team gets a tattoo to celebrate, I’ll get one.”

The National Legislative Assembly (NLA) approved for the draft constitution regarding the Chapter about Regent : Deputy Premier Wissanu reveals that there has been a constitutional practice to amend the draft constitution before promulgating, it is confirmed to be amended the content only Chapter pertaining to the Monarchy. 



At the sitting of the National Legislative Assembly (NLA) considered the Draft Constitution of the Kingdom of Thailand (Interim) B.E.2557 (2014) amended (No….) which was  proposed by Cabinet and National Council for Peace and Order (NCPO).

However, this draft was amended the content in the section 3  by added this following paragraph to Section 2 of the interim constitution.

Such amendment stipulates that, “Whenever the King is not in the Kingdom or cannot carry out  his tasks for whatever reason, the King can appoint someone as a regent or he will not appoint a regent. The President of the National Assembly shall countersign the Royal Command” , and the condition as stipulated in Section 18, 19 and 20 of the Constitution B.E. 2550 (2007) will not take effect.

For the Section 18, 19 and 20 of the Constitution B.E. 2550 (2007) has  content as follows, “ In the case where the King does not appoint the Regent, the Privy Council shall submit the name of the person suitable to hold the office of the Regent to the National Assembly for approval. While there is no Regent, the President of the Privy Council shall be Regent pro tempore.

Moreover, Section 4 of the Draft Constitution (Interim) B.E.2557 (2014) amended (No….) ,  National Council for Peace and Order (NCPO) and Cabinet also amended on the content, the Draft Referendum Constitution can be amended according to the King’s observation  and including the other related point; in contrast to the past , this amendment can be made only following the  observation point.

Mr. Wissanu Krea-gnam, Deputy Premier  who explained during the deliberation of  the National Legislative Assembly , revealed that government considered the suggestions from  the Office of His Majesty’s Principal Private Secretary together with NCPO also agreed to  proceed at this time. If the constitution is promulgated and come into force, the amendment of  such interim constitution shall be  required by public referendum first and then it would have been a long-term obligation. But if the amendment was done at this time and re-submitted for royal endorsement, it would be legitimate practice and legally viable.

Another issue, this constitution once already passed a national referendum and whether it shall be lawful to request for a return of the constitution for revision. In the fact that, the process is being defined, if the King does not agree and return it. This point shall belong to the National Assembly for further proceeding.

At the sitting of the National Legislative Assembly already approved in the principle reading and also appointed a whole house committee and after that it was passed in three consecutive readings , with 228 unanimous voting in favor for  the Draft Constitution of the Kingdom of Thailand (Interim) B.E.2557 (2014) amended (No….).

Drafter to Make Computer Draft Bills Clear




Mr. Paiboon  Amonpinyokeat, the legal expert and advisor to Committee on Drafting the Computer Crimes Act (NO…) B.E. Crimes defended clearly detail concerning about this act as follows :

– The new Computer Act is not related to the Single Gateway, and won’t infringe upon individual rights, the Single gateway will be issue in any Cyber Security Bill, (Article 35)

– Any websites seen as a threat to national security or “offend people’s good morals” and others will require a cant order.

– There are 4 steps to process screening in case of the illegal immoral : to block the website as follows :

  1. The committee receives the complaints

One of the most controversial issues surrounding the bill is that : five members of committee will be set up the committee to screen computer information. The panel can recommend authorities ask for court order to remove or block the content

  1. Submit the complaints to the cabinet
  2. Submit to the court as the final

This process take 2 – 3 months, If appeal will take 2 – 3 years. This section 20 has no power than specified by the court.

– This bills does not limited on rights and freedom of users and public, and will not violate anyone

– This bills protect public services, and the public can comment on the government secrets

The advisor said that, the principle in this bill is very useful for people and public. In particular, to resolve the problem of spam mails, e – waste and reduce/spam.

Ministry of Digital Economy and Society strongly confirmed that the new Computer Crime Act is not related to the single gateway.

Gp. Capt. Somsak  Khaosuwan, Deputy Permanent Secretary of Ministry of Digital Economy and Society said that this act does not ban the right of user, and reconfirm about this bill has the main purpose for rights and liberties protection of people. The people will get more benefit from this act.

His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun placed the flowers arranged in lotus – shape and lit candles and joss – sticks as well as offered Royal tribute to pay obeisance to His Majesty King Prajadhipok.




On 10 Saturday December 2016, at 18.00 hrs., at the Monument of His Majesty King Prajadhipok, Parliamentary Building. His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun placed the flowers arranged in lotus – shape, lit candles and    joss – sticks as well as offered Royal tribute to pay obeisance to His Majesty King Prajadhipok.

After that, His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun proceeded by Royal carriage to the Ananda Samakhom Throne Hall. He lit joss – sticks and candles as well as offered worships to 15 Buddhist monks chanted prayers and after chanting prayers. His Majesty King Maha Vajiralongkorn Bodindradebayavarangkul presented set of Buddhist monks’ robes and the four necessaires of a Buddhist monk, and they blessed Your Highness and bid farewell to him.

National Legislative Assembly, National Reform Steering Assembly, Constitution Drafting Commission, King Prajadhipok’s Institute


On Sunday 11 December 2016 – National Legislative Assembly, National Reform Steering Assembly, Constitution Drafting Commission, King Prajadhipok’s Institute, the Executive and officers of the Secretariat of the House of Representatives and the Secretariat of The Senate, Free the Life Cattle and Buffalos Charity Project Commission be the sponsor of the funeral ceremony for His Majesty the late King Bhumibol Adulyadej at Dusit Maha Prasat Throne Hall at the Grand Palace.

The NLA President, Pornpet Wichitcholchai and the members pass out tokens to mourners about 10,000 items, and fried chicken with sticky rice to the people for the royal charity too.

Deputy Prime Minister Wissanu Krea-ngam said that the process of the accession to the Throne of King Rama X in accordance with Article 23 of the Constitution of the Kingdom of Thailand B.E.2550


On 29 Nov. 2019, at Government House, Deputy Prime Minister Wissanu Krea-ngam said that the process of the accession to the Throne of King Rama X in accordance with Article 23 of the Constitution of the Kingdom of Thailand B.E.2550 which provides 4 steps as follows;

  1. The Cabinet Meeting submitted the royal succession process to the NLA.
  2. NLA President convene a meeting to acknowledge the Cabinet’s notification on the accession to the throne.
  3. NLA President invite HRH the Crown Prince to ascend the Throne as the new King of Thailand.
  4. When HRH the Crown Prince accept the NLA president’s invitation, a public announcement of the proclamation would be set at a later date.

After 4 steps, HRH the Crown Prince ascend the Throne and proclaim him

as a King.  All of the above, it must be publish in the Thai Government Gazette.

At this moment, Mr. Wissanu also said the Government officers dress in plain, black clothing for the period of mourning of one year from 13 October 2016, the National holiday and the promotion of the Royal Family to the higher rank are the same before.

Prime Minister revealed Thailand will have the new King soon




Prime Minister revealed that Thailand will have the new King soon and insisted that Roadmap will progress to democratic election completely.  


At 14.00 hrs., on Friday 25th November 2016, at Ballroom Hall, Shangri – La Hotel, Bangkok, Gen. Prayut Chan – o – cha, Prime Minister and Head of the National Council for Peace and Order (NCPO), delivered an opening speech on the event of Joint Foreign Chambers of Commerce Thailand.


Prime Minister said that he confirmed everyone not to be worried with the situation in Thailand. Because everything remained stability in every aspect, and we will have the new King soon.

The Royal Regent and 3 leaders of the national braches being granted an audience from His Royal Highness Crown Prince for invitation to ascend to the Throne


On Thursday 1 December 2016, at 18.30 hrs., at the Amphorn Sathran Villa, His Royal Highness Crown Prince Maha Vajiralongkorn granted an audience to the Royal Regent, the Prime Minister and Head of National Council of Peace and Order, the President of National Legislative, and the President of the Supreme Court to invite the Crown Prince to be ascended to the Throne as His Majesty King. Today sitting of the National Legislative Assembly (NLA) will be carried out as usual to consider an agenda concerning laws of the country. However, the NLA President may call for the sitting to be stopped sooner for preparing and participating in the auspicious occasion, together with the 3 leaders of the national administrative, legislative, and judicial branch led by the Royal Regent.

The Cabinet Approved 4 Measures for Aging Society


The meeting of the cabinet agreed with the 4 measures for the elderly of the year 2025 so as to reduce the burden of the annual budget of the state sector.
Today, on 8 November 2016, Mr. Kobsak Pootrakool, the Assistant to Minister of the Prime Minister’s Office, disclosed that the meeting of the cabinet agreed with the 4 measures to bear the aging society as follows :
1. To employ the elderly
2. To build the senior complex
3. To offer the reverse mortgage
4. To integrate the system of government pension fund by establishing the Committee on the National Pension Policy and the National Pension Fund

As for the first measure, about employing the senior, the meeting of the cabinet approved the Draft Royal Decree, enacted according to the content in the Revenue Code regarding Revenue Taxes Exemption (No. ………) B.E. ……….,to exempt income tax to company or juristic partnership which employed people aged 60 and could deduct two times their spending on such employees from their taxable income and the proportion of elderly employees eligible for the tax deduction was limited at 10% of their workforce.

For the second measure, about the senior complex, it can be divided into three ways as the following :
1. To assign the Treasury Department to take state properties to build the senior complex as pilot project for four places in Chon Buri, Nakhon Nayok, Chiang Rai and Chiang Mai provinces.
2. To assign the National Housing, the Government Housing Bank and the Community Development Institute (Public) to foster the senior complex in other places.
3. To fix the Government Savings Bank and the Government Housing Bank to boost the credit called the lessened condition for those who run business on real estate development and would like to develop the project of resident for elderly (Pre – Finance), not more than 4,000 million baht and offer loan (post – finance) for borrowers who take care their elderly parents, booking with first choice.

For the third measure, it was about giving the credits to the senior so that they would bring their assets according to their ownership to earn their living, and the value of loan depended on borrowers, the value of house prices and the interest rate. This was in charge of the Government Housing Bank.
As for the final measure, it was about the integration of the system of the National Pension. The meeting of the cabinet approved the Act Draft of the Committee on the National Pension Policy B.E. ……… so as to give the committee the power to set policy. The direction is to develop and to supervise the overall system of the pension of the country and also establish a compulsory pension fund for all employees of the government and the private sectors, government officials and state enterprise employees who had not been a member of a provident fund.
Finally, Mr. Kobsak said that for reducing the burden of the annual budget of the state sector, and in 2016 the government allocated the budget for the pension of the government officials, the life pension of the elderly, the money joined in the fund for the saving of retirement more than 287 billion baht and expected to increase again.
